Enduring benefits for Traditional Owners in Queensland
The challenge
The Australia–Singapore Military Training Initiative (ASMTI) needed to acquire land for expanded Defence training areas in Central and
North Queensland. This meant taking a culturally respectful approach with the Traditional Owners of that Country to reach
agreements that would deliver lasting benefits to their communities. It was a complex, high-stakes project with many partners, many
moving parts, and a multi-year timeframe.
What we did
Working with PwC and PwC’s Indigenous Consulting, Umagine provided project management to establish, plan and implement the Indigenous Land
Use Strategy. Over three years, based on-site with the client in Canberra, we:
- set up the project structures and governance to steer a large, complex program;
- planned and coordinated delivery across the Commonwealth, professional services, land owners, Traditional Owners, Governemt at all levels, and community partners;
- supported negotiations with kept Traditional Owner interests at the centre;
- directed a multi-year program through to its conclusion and achievement of all client objectives.
The outcome
- Four Indigenous Land Use Agreements made with Traditional Owner groups in Central and North Queensland.
- More than $100 million in enduring benefits for Traditional Owner communities.
- The largest land acquisition program ever undertaken by the Department of Defence, successfully delivered.
